[Q] Custom ROM Developer Needed

We have an application that is the sole application of the Nexus 7.

We don't want anyone to use the device for anything else -- and we are giving them the nexus only for the purpose of this ap.

Is there a way to remove every application except for ours?

Or hide applications?

I'm open to ideas or potentially hiring someone to develop such a custom ROM.
