I have asked on Reddit and a few G+ communities and nobody seems to know how to remove them. Interestingly they don't show up for everyone.
I'm not new to G+ and I have lots of people circled. The card doesn't swipe away and the only related setting, the "improve suggestions" checkbox, is seemingly unrelated.
