[Q] Huawei U8800 Error - E: Can not mount @ (or / dev/block/mmcblk0p6)

Hey there all the cool ppl,
I have been reading almost all the posts and forums, yet cannot zero in on how to fix my smartphone.
I have Huawei U8800 (FCC ID QISU8800)
I took it to repair shop, they tried flashing ROM but didn't work.
The last guy had a solution, I am surprised at their tech-ability, goes by the name of J TAG and they use RIFFBOX (www.riffbox.org). But the actual person who could do it is in Dubai.
I'm not a hi-tech person, yet I need to find out few things.
If any one has some time spare, do help me.
It takes ages to understand without assistance.

a. Is the OS of cellular smartphone like Desktop OS? Like, same principles apply? FDisk, Create partition, Format and install OS?
b. I want to fresh/ clean install from scratch, my Huawei U8800 (Not Ideos or any other model). What should I do? You can recommend me some link.
c. Since I am getting the following error, please help me in that also. I tried flashing ROMs, it would go upto INSTALLING 2/2 and give error. When I go into recovery, android system recovery <3e> it doesn't wipe data/factory reset nor cache.
