[Q] How to make your Kyocera Rise into wifi hotspot?

I purchased Kyocera Rise during blackfriday sale (switching from LG Optimus V to Kyocera Rise). After playing on it for awhile, I wanted to use it as a wifi hotspot so I downloaded quicksetting app but wifi hotspot setting didn't work. My Rise is rooted and using stock ROM. I was be able to use my LG Optimus V (rooted and IHO rom) as a wifi hotspot this way but it isn't working for my Rise. Thank you in advance. :o
